PACT advanced the development of robust and effective transparency and accountability rules and processes for the Paris Agreement on climate change by developing options and approaches for the transparency framework, building consensus among parties and supplying relevant and timely inputs to the United Nations Framework Convention on Climate Change (UNFCCC) negotiations.

PACT was consortium of experts from developed and developing countries working together to advance the design of transparency and accountability rules and processes for the Paris Agreement. Partners included the Caribbean Community Climate Change Centre (5Cs), Climate Action Network (CAN), Fabrica Éthica Brasil, Institute for European Studies (IES) at the Vrije Universiteit Brussel, Pan-African Climate Justice Alliance (PACJA), NewClimate Institute, Overseas Development Institute (ODI), Tshingua University, and World Resources Institute (WRI).

Throughout the project, PACT:

  • Conducted rigorous research and analysis of technical, policy, legal and political considerations related to the development of the transparency and accountability regime of the Paris Agreement.
