This paper is intended to inform these critical efforts, by a) providing specific recommendations for moving each of the 10 key elements of the Agreement forward, b) detailing the specific tasks necessary to establish the Agreement’s rules and procedures and c) addressing decisions that support enhanced pre-2020 ambition.
